• It should always be up to the school and their parents to determine.
• Law enforcement should always step in if there is serious bullying.
• If bullying results in a suicide the bully should be charged with "bully-cide" (second degree murder).
• Bullying should not be a criminal offense. There is no way to determine why someone committed suicide, and it may not have had to do with the bullying.
